A: The app is iCSee or Xmeye. Search with the name in PlayStore or AppStore. It's free.

A: Yes, PTZ cameras and apps can support other languages. The factory default language for PTZ cameras is English. After connecting the app, in Settings – Basic Settings – Device Language, you can change the language.
